Management of Statutory Planning and Claims

The statutory procedure in Israel is divided into three levels: national, provincial and local.

In addition, there are also a number of thematic committees in the planning system, such as: a committee on, a national infrastructure committee, a committee on agricultural land and open areas and more. As a general rule, each plan must conform to the plan that is higher than its hierarchy.

Planning Level: National.
Planning / Approving Institution: Government.
Planning Type: National Plans: National-level issues, such as arranging national infrastructure planning; Nature, forest and beach conservation; Layout of population and localities in the territory of the country

Planning Level: Provincial.
Planning / Approving Institution: National Council for Planning and Building, composed of representatives of government ministries, representatives of local authorities and representatives of sectors of the public.
Planning Type: Provincial Plans: Plans for the six districts in the state that determine land use in each district.

Planning Level: Local.
Planning / Approving Institution: District Commission: Consists of government ministries, local authority representatives, professional representative - architect, engineer or planner, and public bodies involved in environmental protection.
Planning Type: Local Outline Plans: Determines the land use detail in a municipality or local authority.

Detailed plans: Determine in detail everything regarding the execution of the planned construction projects.

Planning / Approving Institution: Local Committee / Local Spatial Committee: Consists of Local Authority Council. In the case where the planning area includes a number of local authorities, the committee is composed of representatives of the authorities and representatives of the interior minister.
Planning type: Building permit (The permit is granted by the local committee or the licensing authority on its behalf. Construction is permitted only after obtaining a building permit to be granted in accordance with the plan) and a limited scope of detailed plans.
